For many other countries, it would mean destroying some of the existing infrastructure and then creating a new one. That’s the key reason. However, for a country like India, it has to first provide basic electricity to its villages before it can even provide internet.

The cons of a completely digital economy is that you need strong infrastructure, IT security and backup. But, if you use the Blockchain, a backup is stored on every node on the blockchain
